How is a debris flow alert issued? How many types of alerts are there?

There are two types of debris flow alerts, which are yellow and red alerts. When the predicted precipitation exceeds the threshold value, the Soil and Water Conservation Bureau of the Council of Agriculture issues a yellow alert for debris flow; when the actual precipitation exceeds the threshold value, the Bureau issues a red alert.
