Scope of Duty of Divisions and Offices

Rural Planning Division

  1. Formulation, coordination, and promotion of rural development and soil and water conservation policies.
  2. Formulation, revision, interpretation, coordination, and supervision of relevant rural development regulations.
  3. Formulation, revision, interpretation, coordination, and supervision of farmland management regulations.
  4. Coordination, promotion, and supervision of farmland utilization.
  5. Coordination, promotion, and supervision of land planning and revitalization for rural development.
  6. Planning, design, coordination, promotion, and supervision of revitalization of idle rural spaces.
  7. Planning, formulation, and coordination of medium to long-term plans, schemes, and technology plans.
  8. Planning, formulation, supervision, and evaluation of annual public construction projects and governance plans.
  9. Promotion, international exchange planning, and coordination for rural development and soil and water conservation affairs..
  10. Other matters related to rural planning.

Rural Construction Division

  1. Planning, promotion, coordination, and supervision of rural construction-related projects.
  2. Investigation, planning, design, coordination, and effectiveness evaluation of rural landscape projects.
  3. Planning, coordination, design, and assessment of rural environmental resource surveys and quality of life improvements.
  4. Investigation, planning, design, and guidance of rural living environment improvement projects.
  5. Investigation, planning, design, and guidance of improvements in basic production conditions in rural areas.
  6. Investigation, planning, design, and guidance of rural cultural and landscape preservation facilities.
  7. Investigation, planning, design, and promotion of rural ecological conservation projects.
  8. Investigation, planning, design, and promotion of rural eco-friendly environment projects.
  9. Formulation, revision, and interpretation of regulations related to rural construction projects.
  10. Other matters related to rural construction.

Rural Development Division

  1. Draft, orchestrate, coordinate, promote, and supervise the policies and plans regarding rural development.
  2. Orchestrate, coordinate, promote, and supervise rural aggregate plans.
  3. Orchestrate, promote, coordinate, and supervise rural regeneration.
  4. Coordinate, promote, and supervise rural physical construction.
  5. Survey, orchestrate, coordinate, and promote rural resources, landscaping, and vegetation engineering.
  6. Orchestrate, coordinate, and promote rural planning and talent cultivation for rural construction.
  7. Orchestrate and promote rural life experiential activities and diverse marketing.
  8. Orchestrate, coordinate, contact for, and promote the development of rural research.
  9. Survey, draft, and amend the regulations regarding rural development.
  10. Other operations involving rural development.

Agro-Industry Development and Recreation Division

  1. Planning, promotion, coordination, and supervision of projects related to rural industry development and recreation.
  2. Formulation, planning, and coordination of rural talent cultivation programs.
  3. Planning, promotion, and advocacy of leisure agriculture, rural tourism, and urban-rural exchanges.
  4. Delimitation, guidance and evaluation of leisure agriculture zones and review, guidance and supervision of the establishment of leisure farms.
  5. Review, guidance, and supervision of public construction related to leisure agriculture.
  6. Investigation, planning, guidance, coordination, and promotion of rural cultural and artistic heritage preservation and application.
  7. Planning, promotion, coordination, and guidance of rural industry innovation incubation and business development.
  8. Planning, design, promotion, and supervision of rural community green care initiatives.
  9. Formulation, revision, and interpretation of regulations related to rural industry development and recreation.
  10. Other matters related to industry development and recreation.

Conservation and Restoration Division

  1. Formulation and promotion of comprehensive watershed investigation and adjustment plans.
  2. Planning, research, and development of sediment transport observation and balance.
  3. Planning, research, and development of engineering structure maintenance management.
  4. Planning, research, and development of environmentally friendly and carbon reduction measures for engineering.
  5. Planning, design, promotion, and supervision of soil and water conservation and erosion and sediment control engineering
  6. Planning, design, promotion, and supervision of large-scale landslide treatment projects.
  7. Planning, research, and development of resilient slope conservation measures.
  8. Planning, design, promotion, and supervision of farmland soil and water conservation and vegetation greening engineering.
  9. Subsidization, planning, design, promotion, and supervision of rural and disaster prevention road system engineering.
  10. Other matters related to conservation and restoration.

Slopeland Management Division

  1. Formulation, revision, interpretation, coordination, and supervision of laws and regulations related to soil and water conservation.
  2. Planning, coordination, promotion, and supervision of soil and water conservation management for slopelands.
  3. Review, inspection, and supervision of slopeland development and utilization of soil and water conservation plans and engineering designs; promotion, implementation, and supervision of completed facility investigations.
  4. Planning, coordination, promotion, and supervision of crackdowns on illegal development on slopelands.
  5. Deliberation, coordination, promotion, supervision, and management of demarcation and abolishment of designated soil and water conservation areas and long-term soil and water conservation plans and engineering designs.
  6. Formulation, review, modification, and supervision of slopeland boundary demarcation, review, and classification of slopeland land use limitations.
  7. Technical research, revision, and promotion of soil and water conservation treatment and maintenance-related engineering.
  8. Planning, promotion, and supervision of engineering quality management and occupational health and safety.
  9. Formulation, coordination, and promotion of construction contracts and construction norms.
  10. Other matters related to slopeland management.

Disaster Mitigation and Monitoring Division

  1. Planning, promotion, coordination, and supervision of strategies for debris flow and large-scale landslide disaster prevention.
  2. Formulation, revision, execution, promotion, and supervision of disaster prevention plans and related regulations for debris flow and large-scale landslide disasters.
  3. Planning, coordination, execution, promotion, and supervision of disaster preparedness, emergency response operations, and autonomous disaster prevention for debris flows and large-scale landslides.
  4. Planning, execution, coordination, and promotion of surveys and monitoring of debris flow, large-scale landslides, and unstable sediment disasters.
  5. Planning, execution, and promotion of preliminary planning and design for disaster prevention and mitigation engineering for debris flow, large-scale landslides, and unstable sediment disasters.
  6. Planning, research, execution, and promotion of remote sensing technology and data application for slope and unstable sediment.
  7. Planning, coordination, execution, and promotion of ARDSWC's data open inventory, quality check, and value-added application promotion.
  8. Analysis, planning, coordination, and execution of information management, information security, and information business of ARDSWC.
  9. Planning and management maintenance of ARDSWC's information machine room, network system, and information equipment.
  10. Other matters related to disaster mitigation and monitoring.

Secretariat Office

  1. Custody of seals and management of documents, files, and archives.
  2. Management of legal affairs, meetings, treasury, finance, maintenance, procurement, and other administrative matters.
  3. Parliament liaison activities.
  4. Management of staff (including technicians and drivers).
  5. Matters not belonging to other divisions and offices.

Personnel Office

  1. Handles personnel matters of the Agency.

Civil Service Ethics Office

  1. Handles civil service ethics matters of the Agency.

Accounting and Statistics Office

  1. Handles budgeting, accounting, and statistical matters for the Agency.
