Business Charge

According to the Organization Act of the Agency of Rural Development and Soil and Water Conservation, Ministry of Agriculture, the Agency is in change of:

  1. Planning, research, formulation, implementation, and supervision of policies, laws, and regulations for rural development and soil and water conservation.Investigate, plan, manage, and supervise the Soil and Water conservation at watersheds and torrents above river boundary points.
  2. Planning, coordination, guidance, and supervision of rural land use and management.Orchestrate, execute, and supervise the Soil and Water conservation and vegetation engineering at slopeland.
  3. Planning, guidance, coordination, review, evaluation, implementation, and supervision of rural regeneration and rural human resources training.Orchestrate, coordinate, execute, and supervise debris flow disaster response and prevention.
  4. Surveying, planning, design, guidance, promotion, and supervision of rural industrial development, rural culture, the rural environment, and rural scenery.Orchestrate and promote the Soil and Water conservation and the development of rural research.
  5. Planning, design, guidance, promotion, and supervising projects to improve the overall rural environment, primary rural production conditions, daily life facilities and functions, and leisure agriculture.
  6. Surveying, planning, implementation, and supervising soil and water conservation in watershed areas.
  7. Surveying, planning, design, implementation, and supervision of slopeland management and disaster prevention projects, soil and water conservation projects, and vegetation greenification projects.
  8. Planning, surveying, promotion, coordination, and supervising disaster prevention work for debris flow, large-scale landslides, and unstable land.
  9. Planning, promotion, implementation, supervision, and assessment of review, approval, and supervision of soil and water conservation management and soil and water conservation programs.
  10. Other matters related to rural development and soil and water conservation.

According to the guideline for the organization of branches governed by the Agency of Rural Development and Soil and Water Conservation, Ministry of Agriculture, each branch is in charge of:

  1. Coordinate, liaise, design, and implement activities related to rural development and land revitalization.Investigate, plan, and execute slopeland conservation, vegetation engineering, and safe drainage.
  2. Investigate, plan, and execute projects related to rural industry development, rural culture, and rural human resources development.Education, promotion, and contact for the talent cultivation for Soil and Water conservation and rural construction.
  3. Survey, plan, design, liaise, and implement projects related to overall rural environment, rural ecology, rural landscape, rural basic production conditions, and improvement of rural living functions.Coordinate and execute the operations involving debris flow disaster prevention, preparedness, and response.
  4. Educate, advocate, and promote talent cultivation for rural development and soil and water conservation.Other operations involving Soil and Water conservation.
  5. Investigate, plan, design, liaise, and implement projects related to watershed soil and water conservation, watershed conservation and restoration, soil and water resource conservation, debris flow prevention, large-scale collapse management, and rural and disaster prevention road systems.
  6. Coordinate, liaise, and implement emergency response and disaster preparedness for debris flow and large-scale landslide disasters.
  7. Coordinate, liaise, and implement activities related to determining the usable limit of slopeland, reviewing and supervising soil and water conservation documents, and coordinating the establishment of designated soil and water conservation area.
  8. Coordinate and implement activities related to project quality inspection, project management, information management, and information and communication security.
  9. Other matters related to rural development and soil and water conservation.
